I want to stop people changing the content of individual slides

I want to make presentations available so that people can copy certain slides
into their presentation, however I do not want them to be able to change the
content of the slides. Is there a way of doing this in Powerpoint.

Are you using PowerPoint XP/2002 - 2003?
Go to Tools > Options > Security
Set Password to Modify under File sharing settings for this document. This
allows them to read the content only.

That is the Good News. The Bad News is anyone who has Power Point can save
your file under a different name and do whatever they want with it. At least
up to and including 2000, haven't tried it lately.
