As far as I know, no.... but I have the same setup as you at home so I'll

Outlook can dial a number via an analogue modem, but since it uses the
Windows mailer for that and because the Windows mailer can't handle
switching to voice, I doubt it. SOme voice modems come with software that
supplants or augments the Windows dialer to allow the PC to dial and then
switch to voice and if you have that, Outlook might be able to do so as
well.
