iCalendar Import fails - but open/drag and drop works

I receive the following message when trying to import a .ics file that we
generate on our intranet.

vCalendar/iCalendar Import failed. The input file may be corrupt. The
function cannot be performed because the message has been changed.

But when Opening or drag and drop, it opens perfectly and can be saved.

Example .ics file is shown below

When I paste the code back into a .ics file (original is from Unix and
doesn't have newlines) I get the complaint about lunar versus gregorian
calendar. I do not have an alternate calendar enabled at all and this is not
a recurring appointment, so this suggestion from Microsoft is not overly
useful.

this error (lunar vs. gregorian) appears when the file is saved not in
correct format of UTF-8 (e.g. notepad puts some weird chars on the beginning
of the file - visible in hexa).
if you do not have to use national characters, save the file with ANSI
encoding or use editor able to save UTF-8 correctly.
