Icon imports into Project Notes, not picture.

I am trying to insert a picture into a Task Notes field
of Project 2003 (using Windows XP). But, the picture
inserts as an icon and not as an image. I have seen it
work on other computers, and I have this same problem
when trying to import a picture into an Access Form, so
it must be a "system setting" and not specifically a
Project or Access problem. Does anyone know the solution?

I am not, by-the-way, choosing the "Insert as icon"
option on the Insert Object dialogue box.
