Icons missing in Access

I've just reinstalled Office 2003 and I'm experiencing a problem with Access.
-When I open an Access database, whether a new one or an existing one, I can
see a list of existing tables; the three icons & options ("Create Table in
Design View", "Create Table by Using Wizard", "Create Table by Entering
Data") do nothing.
Only the NEW button on the toolbar works and opens a new table in design
view. I've tried reinstalling and repairing from the original Office 2003
CD, but nothing has worked.

Pete, I was never requested nor given the opportunity to activate the
product. All other Office components work fine.

You must activate Office 2003 products before you've used them 50 times, or
you'll have only limited use of these products until you do. Select the
Help -> Activate product... menu and follow the prompts.

Appreciate your reply, however, I had apparently already done that because
when I tried that, it said that this product had already been activated.
