IE settings: Always open new window

How do I set up IE so that whenever a new IE session is initiated, a new
window is always opened?

OK. It's not an Office issue. But I chose "Office" from the drop-down
category for discussion group because:
1. There is no IE category on the drop-down for discussion groups.
2. IE is bundled with XP and Office.

I am using WINXP pro and Office 2002.

Actually, there are several newsgroups and that still doesn't tell us which
version of IE you are using.
