if - if then? multiple cells

i have a spreadsheet where i need for three different rows to reflect certain
words based on a single value, i.e.,

Week Notified 12
Talent Attraction Request Received
Client notifies staffing prepares for interviews interviews
Staffing determines resources prescreens
testingTalent Attraction begins market eval sourcing begins
sourcing

based on the week notified the entries would be as above. however if that
number lowers each task will need to be pushed to the next cell...

i.e.,

Client notifies staffing prepares for
interviews
Staffing determines resources prescreens
Talent Attraction begins market eval sourcing begins

can this be done?
