THIS IS WHAT I WOULD LIKE TO DO:
IF K39-I30 IS =>.25% OF K39, THEN DEDUCT .50% OF DIFFERENCE/REMAINDING TO BE
PLACED IN K42.
SOME HOW IT IS NOT DOING WHAT I THINK IS CORRECT WHEN I REDO IT ON PAPER.

One way, if I understand correctly:

K42: =IF(I30<=K39*99.75%,0.5%*(K39-I30),"")

Is this what you want?

=IF(K39-I30>=K39*0.25,(K39-I30)/2,"")

If not supply some numbers and the answer you want.

Oooops! I didn't spot the decimal points.
If he really meant them to be there it would have been clearer to have put
0.25% and 0.5%.

To clear this up, by .25% do you mean a quarter or a quarter of
1%(=1/400th)?
By .50% do you mean a half or a half of 1%(=1/200th)?
