I need help writing a formula,
If C1 is blank then pull B1, else pull C1, if B1 is blank then pull A1, else
pull B1. Lets assume A1 will never be blank.

One way:

=IF(ISBLANK(C1),IF(ISBLANK(B1),A1,B1),C1)
