I've written one for a production homebuilder that request and manages the
bids from all the sub-contractors. It's designed to interface with another
one that manages all the construction costs and prepare the budgets and
purchase orders for the accounting system. It certainly isn't a
out-of-the-box drop in solution, but it could be adapted, saving at least
some of the cost of re-creating everything. You'll find my email address at
