image quality

hi, i am new to frontpage and need some help with image quality.

i have created an image of two parts, the first is a coloured box and the
second is a jpeg image (telephonist) on top of the coloured box. i have
grouped together in publisher and saved as one image as a gif.

if i put just the coloured box into the web page the quality is the same as
when i created the image, however if i put the combined image into the web
page the quality is very poor.

if i put the image of the telephonist in the page on its own it is fine, it
just seems to be when i create an image of more than one part.

can anyone tell me what i am doing wrong and if there is a better programme
than publisher for creating these images.

id really appreciate your help

I never use Publisher to create or edit images - Publisher is great at
what it is designed for (printed documents) but not good at anything
else.

Use a real image editor, such as PhotoShop, Paint Shop Pro, or even
Paint.
