immediate send, scheduled send and receive

hi, running XP and outlook 2002, cannot force outlook to send immediately
when connected (new DSL account) and it will not do the send and receive as
scheduled. i have to manually click on the button. have checked settings
several times, obviously am missing the right place to check. any help
appreciated.
