Import Contacts from CSV to separate OU

I exported contacts from a PST to a CSV file. How would I import them into a
separate OU so that we could send emails to? We would only want to import
them as mail-enabled contacts and
not Active Directory Users and I didn't see what I would need to do to do
that. What would I need to do to the CSV file? I would appreciate all the
help I could get.
