Import Export is not working in Outlook 2003

I get a message stating that I need to run Outlook 2003 installation again
everytime I click on 'Import Export'.

I need to import an old pst file containing hundreds of old messages but
can't see how without this feature working.

I tried reinstalling but it still fails to work at all.

Don't import, go to 'File|Open|Outlook Data file'; if you import, you will
lose rules, custom views, etc.
