import export menu missing Outlook 2007 Vista Ultimate

I needed to import a csv into my contacts and do not have the File-import
export menu choice. I have Office 2007 Small Business Edition. I have 1)run
the repair, 2)made sure "run all from my PC" was enabled, 3)removed the
import export feature in Outlook setup and reinstalled the feature. None
fixed the problem.

I don't want to have to uninstall reinstall Outlook as I have 4 Exchange
profiles on my laptop for clients that I support.

I noticed a post for a missing File menu that said rename the outcmd.dat
file, which I tried and didn't fix the problem.

Ok, I thought I renamed the outcmd.dat file, but I did not, when I did it
FIXED the problem.
