Import or link Spreadsheet with File Browse dialog

We receive spreadsheets I would like to import or link. I have two goals.
How can I allow the user to browse the file system and select a spreadsheet?
How do I connect to its data?

You can link to the spreadsheet instead of importing it... change the first
argument of the TransferSpreadsheet action from acImport to acLink.
