Import Spec doesn't work in "Foreign" version of Access

In the past, I have written databases for our office in France (I am in the
US). I found the import spec for a text file would work on my “US†version
of Access (2003) but would not work on the “French†version of Access
(2003). I worked around the issue by installing the “US†version of Access
at the office in France.

Fast forward, I am now writing databases for our German office. Once again
the import spec for a text file would work on my “US†version of Access
(2003) but does not work on the “German†version of Access (2003). Germany
does not readily have access to the “US†version of Access. How do I get the
import spec to work in the German version of Access?
