Importing a mdb file from a website

Hi friends,
Our supervisor updates the database daily and uploads the mdb file so that
we can share the info.
This is what we are doing now.
He uploads the mdb file with the latest data to his webpage.
We have a link to the page in access, (and not to the file because access
tries to open the file and cannot, there is no option for saving) and then
click on the link to the file, which we have to store in specified folder
c:\data, open the folder unlock the file (as when we download the file it is
always blocked by windows for security reasons) and then click another button
to import the data from this file.

What is the easiest way to achive this, we do not need to change or add
anything into this file just read the latest data. How could we have a button
which when clicked downloads the datafile and opens it in our databases.
