Importing address book from one hotmail acct to another

Had to open second hotmail account to get Hotmail Plus (site wouldn't renew
my Hotmail Plus after it had been canceled) in order to use with Outlook.
Want to move my address file from old (now free) account to new Plus account.
How do I import address book to the new account, so I can use in Outlook.
Have tried following import/export in Help, with no success. Any simple
explanations?

Can you see the Contacts list on Hotmail from the old account? If so, copy
it to a local PST and then move it to the Contacts folder of your new
Hotmail account.

That said, I though one needed Hotmail Premium to be able to use Outlook.
