Importing contacts from old Outlook 2000 notepad file?

Is it possible to download or import into Contacts from an Office 2000 saved
contact notepad file? The notepad file was saved from outlook 2000 and it is
in its original state. If so, how would I do this?

How was it saved in the first place? There is no such file as a "Notepad"
file. Notepad can generally handle several finds of plain text files.
