How do i import e-mails sent and received from Windows Mail to Outlook, set
Outlook up to receive POP mail, and make Outlook default?

Assuming Outlook set up & configured (ie working) on the same Vista PC;
Within Mail, export to exchange
In internet options, set outlook as default mail handler
Your outlook mail settings are provided by your ISP
