I was downloading multiple images (in a group) from microsoft's clipart
gallery. When I saved the images, it didn't give me a choice of options for
export, only the destination to save them to. They were saved as
"clipart.cil". How do I get the images into my Microsoftr Clip Organizer?

You need Microsoft Clip Gallery to open the CIL files...
You need to download clips in MPF format to import into Clip Organizer....
Try deleting the MS Clipart and Media Website cookie then redownload the
clips to see if it gives you a choice to download MPF....
