Improper address resolving in Outlook 2003

When I receive a message from outside my organization that
includes several addresses, including mine, in either the
TO or CC fields, Outlook is resolving SOME of them so that
the display name is OK, but the SMTP address is the
display name enclosed in single quotes. When I send a
reply to all, this SMTP address is unusable and those
folks don't get the e-mail. The mail server bounces them
as improper addresses. I'm running Outlook 2003 on Win2K
in cached mode. What's going on here?
