Improve performance in shared environment

Does anyone have suggestions for improving the performance of BCM in a Shared
environment?

When a user is online with BCM it is very sluggish and slow to respond. One
option we've found which helps performance is to switch to offline mode, this
helps performance but defeats the purpose of having a shared environment.
The user has to switch between online and offline mode to check for any
changes to the Database. Could BCM be modified to operate in a "cached"
mode, where it uses the local database and check the server every 2 minutes
or so for changes?

Should we improve our server or network? What are the recommended specs for
the server sharing the database?
