in a job template sent to me, I can't enter my own data.

I recieved a job application, and was asked to fill in office template
forms. I can use these formats normally, however all the editing options are
turned off. what can i do?

Is it a *.doc file or a *.dot file? Are you opening it in Word, or are you
double-clicking and creating a blank docoument based on it?

It's a .doc file. I download it, and save it to my computer. I then open
the document, try to put in my information, but can't because it says the
document is locked

Have you tried this:

On the Tools menu, click Protect Document.

In the Protect Document task pane [ on the right hand side], select the
Allow only this type of editing in the document check box. Select
Filling in Forms under item 2.
