When I try to use the save as functionality in any office 2003 application, I
get extreme delays (sometimes up to minutes) when I try to change the
directory.

I do think this started to happen after installing Office 2003.

Double-click the My Computer icon on the Windows desktop, and disconnect any
mapped network drives that are not currently available.
