"in line with text" not available for graphics in word 2003

When inserting graphics into Word 2003 the "in line with text" option is not
available, grayed out, in Format|picture|layout. How can I get this option
back?

You must click on the graphic to select it before you can change
its layout.

I have it selected. The layout option "in line with text" is not available
when it is selected. thats the problem!

Some graphics cannot be formatted as inline.

What steps did you use to insert the graphic into the document?

Does the same problem exist if you insert it into a new, blank document?

What is the graphic file type that you're inserting?

Sorry it took so long for me to get back here.
The steps I use to insert picture is to
-right click on it on a web page image and choose copy
-Go to word and Cntrl v to insert it where I want it
The same problem exists in new blank docs
I don't know what the file type is when I use this method.

It works in other user accounts on the same machine and used to work fine on
this one. I'm stumped.
