If someone could help me by explaining to me how to edit the text of a saved
image file im Microsoft Office Picture Manager (Office 2003). I encourage any
type of help.

You can't in Office Picture Manager. Had you scanned using the OCR
capabilities of Microsoft Document Imaging, provided with Office, then you
can edit the text in MS Word or any other text editing program.

You Can't do that, First export the image file to BMP type and save.
THEN Open the saved BMP image in MS Paint, change the attributes to
Black and White and then Save as a TIF type THEN open that Black and
white TIF in Microsoft Office Document Imaging, Run OCR and Export text
to Word.
