Is there a way to make a page with FP that is viewable
with any and all OS's and browsers, i.e., MAC and
Netscape.

There are to many nuance to list them all here. You'll have to learn by
experience.

There is really no "cookie cutter" answer for this,
other than stick with basic html and very basic css,
no background images or sounds, etc etc.
