In publisher, what are blue and red lines that frame a blank page

I am just getting started with publisher 2002. If I want to start with a
blank page, I see thin dotted lines framing the writing area of the page, one
blue and one red.
1-What are they,
2-What is their function, and
3-Do I need them?
