want to have my desired set up to come up as the default when I load a blank

Create a template with your desired setup and stencils.

Let me get this straight, there is no ways of saving settings such as page
size, orientation, etc. in Visio?

The template can include page size and orientation. You can create a
background page or prepopulate the drawing with shapes.
