In WORD its more logical to have PAPER as First Tab in Page Setup

I feel its more logical to select the Paper size & then select the margins
and therefore to have the PAPER tab as the first tab & then the Margins tab

Not for me. I change margins now and again, but I can't remember the last
time I used a size other than A4.

Agreed. I have templates for varying paper sizes/page orientations (Letter
Portrait, Letter Landscape, Legal Portrait, Legal Landscape, 4x6 card, 5x8
card, etc.), so I virtually never change paper size (except fine-tuning
odd-size envelopes) but change margins constantly.
