I try to follow the instructions to create a page which is protected by user
and password, but when i enter the "tool" menu, the "server" menu is not
active.
what am i doing wrong

Nothing, you must do this directly on a subwebs / subsites on a server that has the FP extensions
and the web host allows you to set unique permissions on subwebs / subsites via FP.
