Inactive user still getting issue updates

Hello. I am using PS 2002. We had a resource change roles
and he is no longer in our group. But there was an issue
he submitted a long time ago that was recently updated and
he is still receiving the notifications that it was
updated. He is inactive in the admin-->users interface.
How can I stop these emails from going to him?
