Inbox Folder Permission Management

We're running Outlook 2002 on Exchange 2000 Server. All
of our users can see other users Inbox via <File-Other
User's Folder-then name selection from the GAL>.

I've changed the permissions to default-none as specified
with no success.

Anybody ever have this issue? Is it at the Exchange level?
