Including original attachments in replies

When replying to a message with an attachment in Outlook
2003, how do I choose to include the original attachment
in replies.

Since the person to whom you are replying already has the file s/he sent
you, why would you include it in the reply? Surely you don't think they
want another copy back again?

Create the reply, then open the original message and drag the attachment
from the original to the reply.
