Incompatible codepages

First,It show me Error Message:Connct Error when I logon to projectServer,So
I install the service package:
Project2003-KB837240-FullFile-ENU.exe and
ProjectServer2003-KB837241-FullFile-ENU.exe
after that,
When I logon to project server while open the project professor 2003,It show
me the below message:

Incompatible codepages
Project has detected incompatible codepages.
The Project Server is using Codepage 1252(ANSI-Latin1)
Your computer is using Codepage 936(ANSI/OEM - chinese GBK)

So I can't logon to the project server.
How can I logon to project server(I can logon through pwa)
Must I install windows 2003 Eglish Version?
