Increasing numbers of recipients are not receiving my attachments.

I send most of my messages in HTML to a diverse group working on my projects.
Some folks have no problem at all. Some get a winmail.dat file that is not
being decoded by MS Outlook servers, some don't see any attachments at all.
I've had a lot of trouble with colleagues who use the Lotus Notes Platform.

Any suggestions on how to make my attachments more readable for all of my
colleagues?

If anybody is getting a winmail.dat file, it's because the message was sent
in Rich Text format. Make sure that you always use HTML, including when you
reply to a message (Outlook will use the original message's format, which
may be Rich Text even if your default is HTML).
