Indenting Disabled when Sheet is Protected

I am currently developing a spreadsheet for my company, where I would like to
protect users from inserting and deleting rows and columns. However, once I
protect the sheet, even when I allow users to format cells, the indent
buttons do not work. Is there a way to protect a sheet but still allow users
to do this, other than manually formatting each cell by going through drop
down menus?

In Excel 2007 when I protect the sheet and allow formatting of cells, the
left, center and right justify buttons in the alignment group on the ribbon
work but the indent buttons do not work. When I go to the format cells
dialog (Ctrl+1), I can indent the cells there in the alignment tab.
Interesting.
