How does one publish infopath 2003 so users can complete the form without
having infopath software.

Hi,

In infopath2003, we don’t have any option to fill the forms without using
InfoPath. But we can do this in infopath2007 by using browser enabled forms.

Browser enabled forms do require SharePoint (or the InfoPath 2007 Forms
Server SKU).
