InfoPath 2007 Browser-enabled form

We have a browser-enabled form where we are attempting to use button controls
with rules. The buttons are used to switch views (there are mutiple views in
our form) and are controlled by rules on each button. The problem: when we
open the form in browser, clicking on the button causes no action therefore
leaving us on the current view. Are we missing a browser setting within the
form?

You can try doing following setting:
Double click the button (the one with which you want to switch to
another view). This will open its properties window. Go to "Browser
Forms" tab and check "Always" and then click "Apply"

Check whether this helps.
