Infopath cannot create a new, blank form.

I recently implemented a company wide system of online forms, through a
sharepoint server.

Most people are able to access this without any problems, (after installing
Office 2003, Office SP1 and installing a certificate).

I have a couple of computers that are refusing to open forms. The dialog box
informs them;

"Infopath cannot create a new, blank form.
Infopath cannot open the selected form. The form or its associated form
template are from a restricted security zone and may be unsafe. "

This is not a problem with sharepoint or the forms themselves, as the user
can log into another computer and load up the forms without any trouble.

The user cannot even open one of the example forms that ship with Infopath,
without receiving the same error.

I have checked to make sure that the IE security settings are exactly the
same as other computers that can access the forms.

Does anyone else have an idea as to what it could be ?

All computers are using Windows XP SP1 (We cannot at present install XP2 due
to some software incompatibilty)

Also, If I log onto the computer with administrator rights I can open up the
forms fine. If I change the user to hold admin rights, they still cannot open
the form.

Perhaps this is something to do with the way Office 2003 was installed ?

Anyone any ideas ?

(It's happening to about 1 in 10 computers so far.)

I will check to see if there are issues with SP1. Am I right to assume that
the SP1 for Infopath is included in the SP1 for office ? I've been getting
everyone to install the Office SP1.

The workaround I've had to rely on at the moment is to create a new profile
for the user on their computer, copy across all their local settings and
delete the old profile. That seems to do the trick, although if there was an
easier/quicker way that would be fantastic.
