InfoPath cannot open the form. The file cannot be accessed.

I have an InfoPath Form submitted to a web service as a string. The web
service modifies the XML in the string and emails it as an attachment to
another user. After opening the attachment InfoPath notifies the user:

InfoPath cannot create a new, blank form.
InfoPath cannot open the form. To fix this problem, contact your system
administrator

Details:
Form template: C:\Documents and Settings\<USER>\Local Settings\Temporary
Internet Files\<TEMPFOLDER>\<FILE>.xsn
The file cannot be accessed

The attachment was named <SomeFileName>.xsn. Changed it to
<SomeFileName>.xml and now Bob is my uncle.
