Information Rights Management Service + disable

I have just loaded Office 2003, and when I try to View an item in Word or
Excel, the window to try IRM opens up, offering me the YES or No option. But
it doesnt allow me to opt for NO. This leads to everything being Protected,
and asking me if I have permission.

Have you installed the 2003 service pack?
