I need a formula that will input a number. If a1 > 1 then input a1, if a1 < 1
then input b1 and if b1< 0 then input c1.

Hmm... what if a1 = 1?

Try something like:

=IF(A1>=1,A1,IF(B1<0,C1,B1))
