Input Mask in Excel

I love Excel and used to consider myself on the more intermediate to advanced
end of knowledge however this question is now making me feel like a beginner.
I am currently running Office XP 2002 and I need help....

I've been quering in the forum and see a whole bunch of answers on this
topic however all pointing to a macro (which I've never used in an excel
spreadsheet, and not entirely certain will work for my Department since macro
levels are set so high they are normally disabled when opening a
spreadsheet.)

Is there anyway to add an input mask which will allow someone to type 135 or
1:35 and have the answer in the same cell pop 1:35.... I have a template
that's 99% complete however the section which plans to distribute the e-form
wants me to have this cell set this way. Currently the cell is set for
military time however the section publishing this internal believes that
since 80% of the users are computer illiterate they will type 135 and the
military format will pop 0:00 causing confusion and numerous phone calls.....


Any and all help is appreciated.
