Insert Category?

I use FP 2003. I have a site map table. Each cell in the table
represents a category in list of categories. How do I insert the
"Page in Category" command in the cell where the command refers to the
particular category.

Researching past posts in this newsgroups shows I should use
"Insert-Command-Category" The problem is that in FP2003 there is no
"Command" item on the "Insert" menu.

Help?!

Thank you. I did not realize I had to put the table of contents into
each cell in my overall table and then select the category that I
wanted displayed in that cell.
