Insert foreign characters

This may be a hardware problem, but I'll try anyway. I understand that I
should be able to insert foreign characters in Word by holding down Alt and
typing in a three-digit number in the numeric keypad, but I cannot. I use
Windows XP, if that makes a difference. Instead of foreign characters, I get
playing card symbols and happy faces. Sometimes I get nothing. What is
wrong?
