Insert Image command inserts a form. What the heck?

When I insert an image from a file on my hard drive, FP2003 automatically inserts a form, complete with the submit and reset buttons, and the image is within the form

Does anyone else have this problem and how do I fix it

If you are using Insert | Form | Picture then this would be the correct
behavior since this is not a normal picture, but a picture to use as a
button for a form instead of a standard submit button.
