"Insert Item" greyed out in Outlook 2003 beta

Any idea why the "Insert Item" command is greyed out when
trying to place shortcuts into the notes area of
Contacts, Tasks or Appointments?

Note: "Insert File" and "Insert Object" are not greyed
out and work fine.
